It is the law in NYC. Not everyone does it and dogs and owners make mistakes. We are not supposed to go on the grass. So where is the nearest curb? On the loops?
STPCV was not built on the city street grid so there are not a lot of choices unless you live on C, 14th, 20th, 23rd, 1st ave or next to one of the loop roads. What if you’re in 4 PCR or 5 SO-aren’t these buildings kind of far from the curb (I think around 80-100yds) for a dog that’s gotta go before something leaks?
If you can’t go on the grass then I think some owners interpret that as its OK anywhere there’s no grass.
I guess consideration of dog walking logistics didn’t factor in the decision to lift the ban! In the best interests of all, TS might want to clarify this issue.

A few of these units situated around the loops might help or encourage owners to go there.

You are right of course. Like for having kids there is no intelligence test….
Every dog owner should not be that dumb!! I am not sure what the fine is but it is expensive! Sometimes if I run out of bags I will just go pick it up on my next walk or go back outside. But those units would be helpful, but I would not expect PCVST to install those, pet owners should know to carry bags with them!
